Based on the above and other problem reports, it appears that Dell, Asus, and Lenovo are not updating their SD drivers. I could not find a new driver on the Dell site and found a note indicating that there was no intention to update the driver for my XPS. What did Microsoft do in Windows 10 to discourage these manufacturers from updating their SD reader drivers? When an SD is inserted, the driver appears in the device manager and a drive letter is assigned. An update request indicates the driver is up-to-date.

Uninstalling and reinstalling the driver does not help. There were popups asking to reformat the card, but don't do it because the card is not the problem. Win 7 read all my cards just fine, and Win 10 does not. There are 2 options I am aware of: use the Win 10 option to back out the upgrade and go back to the last OS, or buy a new external card reader that plugs into a USB port and live without the built-in card slot.
